These differences were not always present. During the seventeenth century, murder rates were very high, but by the mid-eighteenth century they declined and the colonies were relatively non-homicidal. After the Revolutionary War, murder rates soared as the newly formed United States struggled to absorb British loyalists. While murder rates remained high in the Georgia–South Carolina backcountry, where the revolution was a genuine civil war, they held steady or fell in the Shenandoah Valley of Virginia, which enjoyed political stability under patriot control throughout the revolution, and where support for the war effort and the new federal government was stronger than anywhere else in the South.Murder rates eventually declined, and by the early nineteenth century, rates in the North and parts of the South were extremely low. But the homicide rate rose substantially across the United States from the late 1840s through the mid-1870s due to the social conflict that grew up around the slavery issue; at the same time, homicide rates in most other Western nations held steady or fell. The end of the Civil War did not end the bitterness many Southerners felt toward the government and consequently there was a dramatic rise in homicides in the rural South.Homicide rates rose during the Depression and Prohibition eras in the early twentieth century, but fell during the 1930s when Franklin Roosevelt was elected president and Americans had increased faith in their nation and its leadership. The establishment of government legitimacy through the New Deal, World War II, and the Cold War appeared to have reduced homicide rates through the 1950s. The crisis of government legitimacy in the 1960s and 1970s (especially among African Americans) may have contributed to soaring homicide rates.In sum, Roth argues that American homicide rates are not related to social factors such as poverty and drug abuse, unemployment, alcohol, race, or ethnicity, but instead are controlled by the feelings that people have toward their government, the degree to which they identify with members of their own communities, and the opportunities they have to earn respect without resorting to violence. If an individual feels secure in his social standing, it’s easier to get over life’s disappointments. But for a person who feels alienated from the American Dream, even the smallest insult can provoke a murderous rage.
